Rogers Redding, the national coordinator of College Football Officiating, provides insights about rules changes and the mindset of college football referees. The CFO is the national professional organization for all football officials who work games at the collegiate level. 

The NCAA Playing Rules Oversight Panel (PROP) has given final approval to rules changes for 2015. The rules committee proposals were discussed here in the most recent column, and of these PROP approved all except one. The change for ineligible receivers downfield was not approved.
